I live on a tranquil creek,it's a natural sanctuary for an abundance of waterbirds. My wife was walking the dog the other morning and saw one of the neighbor's feeding the ducks and enticing them up to his house. No harm in that. Problem is, he has a sign in the front yard saying ducks for sale.My wife wants to report him but I'm not sure whether he is actually doing anything wrong. What do you reckon ?

IF THE DUCKS DON'T BELONG TO HIM, THEN I WOULD THINK IF HE IS ENTICING THEM ONTO HIS PROPERTY TO SELL THEM, THAT SURMOUNTS TO STEALING, JUST WONDER IF THEY ARE ALIVE IF HE DOES SELL THEM
